At the apex of the Diocesan administration hierarchy are the Synod, Diocesan Council, Boards, and Committees, which collectively facilitate the execution of all Diocesan activities. Heading this administrative structure is the Bishop, who is aided by the Diocesan Secretary, Diocesan Finance, Planning & Investment Coordinator, and Diocesan Human Resource Officer. The pastoral administration involves the Bishop, Dean, Archdeacon, Parish Priests, and Lay Readers, all of whom play crucial roles in ensuring the smooth functioning of the Diocese. Beyond these key players, there are other notable figures in the Diocese, including the Head of Clergy, Head of Laity, and the Diocesan Chancellor. Together, these individuals form a comprehensive network of administrative personnel who work tirelessly to uphold the values and mission of the Diocese.

Mr.Paul Tumuhairwe Swithern is the Diocesan Finance, Planning and Investments head. He is responsible for mobilizing financial resources both locally and externally for the Diocese. Providing overall management of Diocesan finances including preparation of budget, revenue and expenditure management, Coordinating the development of Diocesan strategic plan (s), Developing , reviewing and updating of Diocesan Investment plan.
Born in 1942, Butagira Amb. Prof. Francis Butagira is the Legal Advisor of Bishop Stuart University and a Ugandan lawyer, judge, politician and retired diplomat.
He served as a member of parliament and as speaker of the Ugandan parliament from 1980 to 1985. He also served as an Ambassador to Ethiopia, Kenya, Germany, Austria, and the Vatican. He was also Uganda’s permanent representative to the UN in New York from 2003 to 2009 and now the Executive Assistant of Ankole Diocese.
